Today I feel like vindicated for my last blog "Agriculture Middlemen in Punjab Hold the Actual Keys?" since I read about central govt's decision through Food Corporation of India(FCI) to Punjab govt to facilitate land records of farmers in it's state who sell their produce at Minimum Support price(MSP). Actually FCI intends to make direct online payments to farmers benefiting from MSP . The commission to Arhtiyas as per APMC act will be duly paid separately. But the arhtiyas in Punjab have decided to protest against this decision even if they are also paid their due commission on purchase by the government. Many among you must be surprised by the sudden behaviour of these middlemen. I would try to explain it in detail as possible..
In plain language Arhtiyas in North India are generally known as middlemen who facilitate as the conduit between farmers and buyers for their produce, be the buyer is government itself. These same people don't want direct payments to farmers in digital mode EVEN if they are paid commission for that transaction because nearly every small and medium farmer in Punjab are under debt of these Arhtiyas. They are plain money lenders..PERIOD ! Previously, governments used to pay the payments of farmers' produce to these arhtiyas after paying 2.5 % commission. After that these arhtiyas used to deduct the debt amount with heavy interest before paying it to the concerned farmers then and there after so many days. Farmers are only given a पर्ची for the quantity of produce he sold to say FCI..which they used to claim later from their respective arhtiyas.
By paying the farmers in digital mode is not the ACTUAL problem as it look so simple. The debt amount ,they can recover in any case because the farmers usually depend upon these money lenders throughout the year. The PROBLEM lies with center government's decision of asking for the land records of farmers benefiting the dole of MSP.
Many of us might not be knowing that in Punjab, nearly 40% of farm land are not managed by the actual landowners but they are given on contract to third party from the same area.
 
First of all , I would like to emphasis again to my readers that PUNJAB is the ONLY state in India where government nearly purchase the entire produce of 2 crops pattern of Wheat-Rice. Nearly every farmer, be he is small,medium or large is benefited by the dole of MSP. Also everyone in the governmental system is also aware about the actual yield per acre which is so poor as compared to national average and actual purchase done by agencies which is much more than what the state produce. Here come the actual role of these politically connected Arhtiyas. Specially in the Kharif season, these people procure the paddy from other states like Bihar at nearly half the price of MSP ;bring it to Punjab with the connivance of local politician-policemen-FCI nexus. This produce in large quantity is sold in the same Mandis at MSP in the name of registered farmers even if the farmer is holding 2-3 acres. With the demand of land records by center governmental agencies, these arhtiyas and other middlemen fear to be exposed. These middlemen can't manipulate their करोड़ों का धंधा after the government knows of actual land holdings of beneficiaries of MSP. THIS IS THE ACTUAL CATCH behind this so called Farmers' Protests.
I have been saying from the beginning that this entire act is being played by the same cash rich Arhtiyas many of them are big landlords as well as have contacts with politically connected rich farmers.Only these people had REALIZED  the actual meaning of these farm acts, which are still optional for farmers.
